The Punjab Government has issued an order to terminate the services of all officers and employees who were re-employed after retirement with immediate effect. These appointments were made on contract or any other temporary basis.

The Personnel Department of the State Government has issued an order to all the Financial Commissioners, Principal Secretaries and Managerial Secretaries that after retirement, the services of the employees and officers re-appointed at their level by the government or the concerned department have been terminated with immediate effect. This decision will not apply to law officers appointed after retirement.

Till now the system of Captain Government was restored
Since the formation of the Captain Amarinder Singh government in 2017, the tenure of retired officers in the departments was extended by two years along with the appointments of retired officers in the top posts of the state government. This system has been retained till now.

Captain Sarkar’s argument was that there was not enough money to give one-time financial benefits to the retiring employees and officers due to empty government treasury. On this basis, the state government retained the retired employees and officers again under contract or other temporary arrangement. During this period, the government continued to pay only salaries to these employees and officers, while no other benefits were given to those of regular employees.
