It can hardly be called anything other than poor management or neglect of the miseries of the people. Many Nizams came and went in 11 years, but 157 km of Lucknow-Delhi Highway (NH-30) could not be completed till date. There were only reviews in the name of construction work. Date on date found. But even today there are potholes on the highway. Jam is a scary reality. Arrangements are silent and passers-by light.

Tenders were floated in 2010 for four-laning of NH-30 in Build, Operate and Transfer (BOT) mode. Due to non-receipt of NOC from the Forest Department and the State Government between Sitapur and Bareilly, this project got stuck continuously. Whereas, the road construction work between Lucknow to Sitapur and Bareilly to Delhi has been completed long ago. The project was badly hit by the NCLT (National Company Law Tribunal) declaring Era Infra, which took the contract between Sitapur and Bareilly, as insolvent.

It is a major road connecting Lucknow to Sitapur, rural area of ​​Lakhimpur Kheri, Shahjahanpur, Bareilly, Rampur, Moradabad and Amroha via Delhi. The 157-km stretch of this 510-km-long road between Sitapur and Bareilly has been in a very bad condition for more than a decade. In October 2019, fresh tenders were finalized for its construction. The construction work has been given to a joint venture between Siddhartha Constructions and two other firms. The total cost of the road has been estimated at Rs 800 crore. Apart from this, it was also decided to build a flyover at Katra railway crossing of Shahjahanpur at a cost of 50 crores, as this place has become bottle neck on this road.

As per the contract, the contractor was to make the road four-lane by March 31, 2021. But, due to the Kovid crisis, the Union Ministry of Road Transport and Highways gave another 9 months. That is, the target has been given to complete the work by December. But, NHAI officials are also accepting that the slow pace at which the work is being done, the work does not seem to be completed till March 2022. The situation can be gauged from the fact that till the filling of potholes on the road is not being done. Similarly, the work of flyover at Katra railway crossing was to be completed in six months, whose deadline has ended in December 2020. Despite this, the work is still incomplete.

Can consider other options
It is true that we could not complete the construction work till March 31, the stipulated deadline. Kovid was also a reason. We are doing this work at item rate. If the contractor does not expedite the work, then other options can also be considered.
